IMPORTANT: This version is cripped in some ways and functional in others. It is not meant to
be run on actual hardware, but with emulators such as no$gba

That said, grab "fcsrimage.zip" from GPF's site:
http://gpf.dcemu.co.uk/

Unzip the directory which contains "BLESS.EXE" "BFI.EXE" and contents to this directory
Add some stuff to the folder included ("dir"), what is inside of "dir" will become the root directory
    of the fat12 image
doubleclick buildfile.bat
a "runme" version of the file+image will be produced. If FAT will not start, fiddle around with the
    sizes of some of the files you added until it works (it is still a bit finnicky).

Thank GPF for the awesome tool which does not require linux to build a FAT12 image, even though it is not finished.
Any questions about the FAT12 image tool should be referred to it's readme, specifically the sections which say:

"This is not finished yet. Please don't bug me about it."

"should work with directories from 10000 bytes+ to the limits of the fat12 filesystem"
